Who foots the bill for deportations?

Your newspaper reported (28 January) that in 2009, a total of 291 persons were deported to 26 foreign countries at a cost of €1m to the Irish State.

However, there were a couple of omissions here.
Firstly, what percentage of the aggregate immigrant population does this 291 number represent?
And secondly, who is responsible for incurring the cost of their removal?
